Plaintiff, Louisiana State Board of Medical Examiners, instituted this suit endeavoring to preliminarily and permanently enjoin defendant, Herbert R. Winder, from practicing medicine in violation of the provisions of LSA-R.S. 37:12611 without initially obtaining a certificate in conformity with the requirements of LSA-R.S. 37:1270.2
