Elmer J. Gunn and Clarence L. Hackett were police officers in cities of Emmetsburg and Estherville respectively. On February 11, 1955, at about 1:30 p. m., Mr. Gunn was on duty and was leaving the police station to check parking meters installed and maintained by Emmetsburg.
