Appellant, who is the holder of an on-sale general liquor license, and operates a public restaurant and bar in Sacramento, commonly known as the Clayton Club, was charged with violating sections 25657, subdivision (b) and 24200.5, subdivision (b), of the Alcoholic Beverage Control Act, sections 303 and 303a of the Penal Code, and rule 143, chapter I, title 4, of the California Administrative Code.
