Appellant was convicted of violating Section 3 of North Little Rock city ordinance No. 490, approved April 8, 1918, which provides as follows:

"It shall be unlawful for any person or persons to keep, store, pile, erect, maintain or permit upon any premises owned, occupied by, or under the control of him or them, or upon any street, alley, or sidewalk adjacent thereto, any inflammable or combustible material such as hay, straw, shavings...
