This is an appeal from a decree of the Circuit Court for Anne Arundel County dismissing appellants' bill of complaint. The complainants and appellants are Glen Burnie Improvement Association, Inc. ("Improvement Association"), Thomas Brayshaw and Adeline Brayshaw, his wife (both referred to below as "Brayshaw").
