OPINION PER CURIAM, October 10, 1957:

The plaintiffs, Brenton L. Baer, Jr., and Doris Baer, his wife, own an apartment and business building located in a residentially zoned area in the City of Scranton. In the first floor of the building they operate a commercial wholesale bakery. On April 22, 1955, the Director of the Department of Public Safety of the city, William M. Lonsdorf, acting on behalf of the appropriate city officials notified the plaintiffs by letter...
