The sole question of law in this case is the meaning of the first sentence of the provisions of Section 5591.24, Revised Code, which reads as follows:

"The Board of County Commissioners shall construct, without unnecessary delay, good and sufficient approaches or ways to bridges erected by it. The board shall contract for such construction in the same manner as for contracting for the construction...
