This is an action brought by plaintiffs to recover damages for the alleged breach of a contract.

Plaintiffs were selected, under a procedure established by the Department of the Army, to negotiate a lease with the Secretary of the Army, for a portion of the reservation at Camp Kilmer, New Jersey.
