This is a suit for debt instituted by the State of California, Department of Mental Hygiene, as plaintiff against Dale W. Copus as defendant. The facts are without dispute and are: Defendant Copus was a resident of California prior to 16 July 1951, on which date he changed his domicile and residence to Texas.
