Statement of Facts

The plaintiff, a federal employee at the Portland Air Base, sustained an elbow fracture when she slipped and fell while returning to work from a restroom. She was examined and treated at the base dispensary, and told to return to work. Upon experiencing further difficulty with her elbow, she went to a private physician, who discovered the fracture.
