Each of the plaintiffs is a member of either the police department or the fire department of the city of Lawrence. They bring this bill under G.L. (Ter. Ed.) c. 231A, in behalf of themselves and all other members of these departments, against the city, the mayor and the director of finance, the city auditor and the city treasurer to obtain a binding declaration with respect to the validity of an ordinance adopted by the city council on November 13, 1956...
