If the Court of Appeals was correct in determining as it did that there were 364 valid signatures and if it was incorrect in determining as it did that 11 signatures were invalid merely because an incorrect precinct had been inserted after each of them, then there would have been 375 valid signatures, which would be four more than the required 371, and the judgment of the Court of Appeals should be reversed....
