This is an appeal on questions of law from a judgment of the Common Pleas Court of Gallia County, reversing a final order of the Water Pollution Control Board of Ohio which denied the renewal of a permit theretofore issued by such board to the city of Gallipolis to discharge untreated sewage into the Ohio River. For convenience and brevity, the parties will be referred to as the board and the city.
