Per Curiam.

In this article 78 proceeding, the Administrator appeals from an order of Special Term remanding the matter to the Administrator to permit an independent examination by the tenants of the landlord's original books and records, or in the alternative for a rehearing.

This is the second article 78 proceeding involving the same issues between the same parties and concerns the competence of the Rent Administrator...
