Mr. Chief Justice BLUME delivered the opinion of the court.

It appears herein that R.L. Whitesides for a number of years had a liquor license for the Frontier Hotel at Cheyenne, Wyoming. On February 15, 1957, he applied for a liquor license in the ordinary form but marked it "Retail Liquor License and renewal thereof at new location", and made application that the new liquor license be granted for 2015 East...
