Plaintiff is owner of land on the waikiki side of Nuuanu avenue, between Beretania street and Kukui street, Honolulu. The land is within "Improvement District No. 80 Central Business Area Off-Street Parking in the Congested Downtown Section of the City of Honolulu," and is designated as Lot 243 of such improvement district.
