By legislative act, effective upon passage and approval, the 1957 legislature of Nevada increased the board of regents of the University of Nevada from five to nine members. 1957 Stats. Nev., ch. 122, p. 166. By the same act it was provided that until the four new offices could be filled by popular election as provided by constitution and statute, the vacancies should be filled by legislative appointment...
