Appellant, a classified civil service employee, was determined by the Civil Service Commission to have become totally disabled for useful and efficient service and subject to retiremnt on an annuity. In substance, she asked the District Court to order that she be restored to her position, to set aside the Commission order and to grant her a full hearing on any future proceeding, and that the Secretary of State grant her back pay.
