JACKSON, Justice.

From an adverse judgment wherein plaintiffs sought a peremptory writ of mandamus against the State Board of Education et al., plaintiffs appeal. The parties will be referred to as they appeared in the trial court.

This case arises out of the administration of the minimum school program as set forth in 70 O.S. 1951 § 18-4 et seq.
