1. The Constitution, art. 8, sec. 5, par. 1 (Code, Ann., § 2-6801), in part provides: "Authority is granted to counties to establish and maintain public schools within their limits. Each county, exclusive of any independent school system now in existence in a county . . . shall be confined to the control and management of a County Board of Education." (Italics ours.)
