The City of Graham engaged in a real estate subdivision development project in connection with the disposition of certain lands deeded to the city. It filed a plat and dedication and later on filed an instrument imposing restrictions, covenants and conditions upon the lots and blocks not dedicated for public purposes within the subdivision.
