Kramel and Orr Crum, a partnership doing business as the Bowles Livestock Commission Company to recover for the conversion of a cow which they (as commission dealers) had sold on the livestock market at Kansas City, Missouri, at a time when the cow was included in a chattel mortgage held by the Farmers Home Administration, a governmental agency.
