On appeal from the judgment of United States Commissioner Harry A. Brinkley, now deceased, the pertinent facts appear to be as hereinafter stated.

The defendants were brought before the Commissioner charged with the crime of tampering with a Government-owned vehicle at the United States Naval Base, Norfolk, Virginia. They were each informed by the Commissioner of the nature of the complaint, advised of their right to retain counsel...
