DAVIS, Justice.

The appellant Bryant, a taxpayer, brought this suit in the district court for Lewis and Clark County to enjoin the issuance and sale by the State Board of Examiners of certain bonds under chapter 278, Laws of 1955, and for a declaratory judgment that the proposed bond issue was invalid.
