On July 13, 1954, the appellee, Grover Alexander, was in a collision between a motorcycle he was riding and a truck belonging to Soil Conservation Service of the United States Department of Agriculture and operated by one of its employees. The appellee sustained, in addition to lesser injuries, a broken arm and a dislocated shoulder. On August 25, 1954, the appellee filed an administrative claim with the Soil Conservation Service for $984.50...
