On December 15, 1952, plaintiff received an indefinite appointment as Adjudicator with the War Claims Commission. During the regular employee investigation, it was discovered that in 1946 and 1947 plaintiff had been a member of the Washington Bookshop Association—designated by the Attorney General in 1947 as a communist organization.
