OPINION BY HIRT, J., January 17, 1956:

The Delaware River Port Authority is a public corporate instrumentality with powers conferred upon it by a compact between the Commonwealth of Pennsylvania and the State of New Jersey pursuant to enabling legislation of both States.1 In the compact the Authority, (as we shall refer to it) with the consent of the Congress of the United States
