It originated in the Circuit Court of Clay County upon the petition of the City of Liberty for a pro forma decree authorizing the issuance and declaring the validity of "Public Parking System Revenue Bonds, Series A," of said city in the principal sum of $160,000. Respondent Jones, a taxpaying citizen, filed an intervening petition, Section 108.320, contesting the validity...
