This is an action by way of declaratory judgment instituted by certain adult and infant plaintiffs against The School Board of Princess Anne County, Virginia, its individual members, the Division Superintendent of the schools located in said County, and the United States Commissioner of Education. The adult plaintiffs are residents and taxpayers of the County mentioned and, in addition, are employed by or affiliated with the Federal Government...
