The question in this appeal is whether or not persons who pay for the privilege may fish in private ponds of this State with artificial fishing tackle without complying with the provisions of Sections 28-551 and 28-554 of the Code of Laws of South Carolina 1952, relating to the procurement of fishing licenses by such persons.
