Petitioner, 340 East 57 St. Corp., has brought two proceedings, one against the State Rent Administrator to set aside the latter's determination fixing the maximum rents of residential property owned by petitioner, and the other, against the Temporary State Housing Rent Commission, to declare invalid an amendment to the latter's regulations.
