This case reaches us on a petition, filed under the Railroad Unemployment Insurance Act,1 to review a decision of the Railroad Retirement Board denying unemployment insurance benefits to about 275 employees of the Railway Express Agency, employed at Pittsburgh, Pennsylvania. These employees were unemployed from September 24, 1953 to December 17, 1953, because of a labor dispute between their collective bargaining...
