Morrow, who is engaged in the business of watch repairing in the City of New Orleans, was charged in a bill of information in that he did "wilfully and unlawfully engage in watch repairing for another for pay, without possessing a valid certificate of registration issued by the Board of Examiners in Watchmaking" and without displaying a certificate of registration.
