This case comes before the court en banc on exceptions to the chancellor's adjudication which permanently enjoined defendant from operating or maintaining a commercial boarding home for the aged without a State license as provided by the Act of Assembly of September 26, 1951, P. L. 1536, 37 PS §171, et seq. . . .
