On June 4, 1954, the City of Donna, Texas, adopted a comprehensive ordinance relating to the installation and use of parking meters on a part of its streets in the business section of the city. Section 17 of the ordinance relative to the impounding of vehicles, provided as follows: "In the event any vehicle shall be found standing or parked in or upon any regularly designated parking meter space, or in or upon any street within the Parking Meter Zone...
