Defendant was convicted of violating section 710 of Ordinance 5860 of the county of Los Angeles, in that he operated a "tank vehicle" within the county without having procured a license therefor as provided in said section. [1] The sole question presented is whether the ordinance is constitutional as applied to the defendant and the business conducted by him.
