In 1951, two Chinese males, then residents of Hong Kong, made application for documentation as American citizens, seeking passports to enter the United States as two of seven children born to one Lee Mai Poi, admittedly an American citizen. Claiming to be brothers of the appellant they submitted a photograph of the appellant with themselves and others...
