Sistrunk brought this proceeding to require the Mississippi State Board of Veterinary Examiners to issue to him a license to practice veterinary medicine, veterinary surgery and veterinary dentistry in the State of Mississippi. The chancellor, by final decree, ordered the Board of Examiners to issue the license. From that decree the Board appeals.
