This matter is before us on petition of the National Labor Relations Board to enforce its order requiring respondents to cease and desist from:

"(a) Discouraging membership in General Drivers, Warehousemen and Helpers Local Union No. 383, affiliated with International Brotherhood of Teamsters, Chauffeurs, Warehousemen and Helpers of America, A. F. of L., or in any other labor organization of its employees, by locking them out or otherwise...
