These cases, here on appeals from the State Corporation Commission of Virginia, as a matter of right, present the question whether the gross receipts road tax provided under § 58-638,1 Code of Virginia 1950, may be imposed on appellants who operate motor vehicles on the highways of Virginia for the transportation of United States mail for compensation.
