SMITH, Justice.
In 1921 the 39th General Assembly enacted chapter 332, known as the Soldiers Bonus Law, I.C.A. § 35.1 note, for the benefit of veterans of "World War One." Pursuant to its provisions, and in compliance with section 5 of article VII of the Constitution of Iowa, I.C.A., the act was submitted to, and approved by, vote of the people at the general election in November, 1922.
The act (section 1) provided for a state bond issue of $22,000,000...
