This is a libel for forfeiture of two so-called "Hollycrane Digger-Type Machines," hereinafter called "diggers," under the Johnson Act, 15 U.S.C.A. §§ 1171-1177. The Johnson Act makes the transportation in interstate commerce of certain defined "gambling devices" illegal. It provides for confiscation of such articles so transported, unless they are being transported into a state "which has enacted a law providing for the exemption...
