Relator, in this action in mandamus, originating in this court, alleges that on December 3, 1954, he was indicted for first-degree murder and armed robbery occurring on January 24, 1948, when he was a minor 15 years of age. Relator prays that the writ be allowed against the respondent as Judge of the Juvenile Court of Hamilton County:

"(1) Requiring him to keep and maintain records of all cases...
