Quo warranto against the Metropolitan St. Louis Sewer District and its trustees on the ground that it is operating under an invalid and unconstitutional plan. There is no dispute about the facts. The issue to be decided is whether the plan under which the District is organized and operating attempts to confer powers in excess of the constitutional authority under which the District was formed.
