These two cases arise out of claims made for benefits under the Maine Employment Security Law. As both cases raise the same legal issues, they have been heard and may be decided together for convenience.

The claimants here were formerly employees of the Bates Manufacturing Company and the Pepperell Manufacturing Company respectively, and are members of the Textile Workers Union of America, C.I.O., which is the bargaining agent as to labormanagement...
