On July 8, 1954, a petition was filed in the Court of Domestic Relations in and for Potter County, Texas to have Gary Michael Belcher declared a dependent and neglected child. When the petition was filed, the Court entered its order granting the temporary care, custody and control of said minor to Potter County Child Welfare Unit until further hearing.
