This libel was brought under the Public Vessels Act, 46 U.S.C.A. § 781 et seq., against the United States, as the owner of S. S. Francis X. McGraw, for damages for personal injuries. After trial to the court, it was held that the respondent was negligent and that libellant was entitled to recover. The court assessed libellant's damages at $15,000 but, holding that libellant's own negligence had contributed to his harm, deducted 40 per cent...
