One principle should be always borne in mind by the reader of this opinion: This court is not remotely concerned with the policy inherent in the legislative act that will be discussed, the wisdom of provisions for turnpikes being a matter solely within the province of the legislature. This court is now required only to review the order of the circuit court which validated the bonds, proposed to be issued for the construction of a link in the turnpike...
