Relator, a sergeant on the police force of the city of Warren, on June 4, 1954, filed a petition in mandamus in this court praying that the Director of Public Safety and Service be compelled to appoint him to the rank of captain of the Police Department of the City of Warren, in accordance with Section 143.34, Revised Code.
