The sole question presented to us is the interpretation of Section 3513.261, Revised Code, which governs the filing of nominating petitions as to independent candidates for office.

The pertinent part of such section, upon the interpretation of which the parties disagree, is:

"Each nominating petition shall contain a statement of candidacy which shall be subscribed and sworn to by the candidate...
